Mr. McAleese continues to be a globally respected, and preeminent, authority on the Department of Defense (DoD) budget cycle, the defense industrial base, in addition to acquisition and industrial policy.
As Principal of McAleese & Associates, P.C. he serves as an expert Defense Industry Analyst and Strategist. Mr. McAleese is regularly sought out by DoD decisions makers, on the impact budget and policy decisions might have on their programs. Mr. McAleese assists his clients on how to maximize value from the DoD budget cycle. His core focus is on strengthening relations between the DoD and the contracting community.
Mr. McAleese produces the sophisticated DoD Budget and Industry Analysis, “The McAleese Analysis", providing an intimate analysis of the Department’s top decision makers’ priorities, all budgets, hot issues, and programmatic trade-offs combined with key industry financial analysis.
Mr. McAleese founded McAleese & Associates, P.C., a consulting firm, in 1992.
His vision was simple: to help organizations of all sizes understand the myriad requirements for doing business with the Federal government, and to provide legal services that would enable them to maximize value from all of those contract opportunities.
Since then, Jim has dedicated his career to mastering the intricacies of the government contracting process and to maintaining credibility with various stakeholders at all levels of the Federal Government supporting their programs and helping to find remedies for troubled programs.
Mr. McAleese is actively involved in many professional organizations that support the defense and intelligence interests of the United States, as both a member and board leader. He is known in the community for his out-of-the-box approach and attention to detail.
His opinion is frequently requested by renowned media outlets such as Reuters, The Wall Street Journal, and Politico.
Mr. McAleese earned his B.A. and M.A. from Case Western Reserve University, and his J.D. and LL.M from The George Washington University.
Ms. Comes has been working in the Defense industry for over 25 years. She currently serves as the Chief Financial Officer (CFO) and Director of Research for McAleese and Associates, ensuring all financial compliance, strategy, and processes for the firm.
Additionally, as the Director of Research, she assists with the financial analysis and research necessary to produce “The McAleese Analysis". The McAleese Analysis provides an intimate analysis of the Department’s top decision makers’ priorities, all budgets, hot issues, and programmatic trade-offs combined with key industry financial analysis.
As well as managing the McAleese team, Ms. Comes is an essential force in monitoring the resourcing and program priorities of the various Military Services and Defense Agencies to analyze and forecast broader industry trends, as well as monitoring the budgeting trade-offs on Capitol Hill.
Ms. Comes earned her B.A. at Dickinson College and her M.S. from the University of Maryland.
